Test Development and Supporting Organizations

Development of this program was initiated in 1988 with technical guidance from the Washington Suburban Sanitary Commission (Laurel, Maryland).

Through a practice analysis, a volunteer panel of experts identified engineering technicians' job tasks and responsibilities and categorized them into work elements. Volunteers then submitted and reviewed examination questions for each of the work elements. The exam questions were then field tested by public works department employees from the states of Maryland, Arizona, New Jersey, Texas, and Pennsylvania.

This program became operational in 1993. Technical guidance is currently provided by water/wastewater plant construction technicians, supervisors, and subject matter experts from a variety of stakeholder groups, including county and city agencies, metropolitan water and sewer districts and agencies, and private consulting firms.
